Description

UTF-8 is now standard of all repositories at cweiske.de.
All files of jergometer have to be converted into UTF-8 character encoding.
A problem might be the resource bundles, because they are only using the encoding Latin-1 (i.e. ISO 8859-1).

A new class (Utf8ResourceBundle) can handle UTF-8 encoded properties files.
